Oracle Billing Functional Consultant

Job Description

Appealing Points:

• Lead telecom billing transformation with Oracle BRM expertise: Take ownership of end-to-end billing processes in high-impact telecom projects, leveraging your in-depth knowledge of Oracle BRM modules.
• Work in a bilingual, cross-functional environment: Use your near-native Japanese and business-level English to coordinate across IT, finance, customer service, and vendors in a dynamic and collaborative setting.
• Contribute to compliance and operational excellence in billing: Engage in regulatory reporting, audit support, and revenue assurance while mentoring team members and driving continuous improvement.

Annual Salary : 13 million and above

Responsibilities:

• Lead the billing function for telecom transformation projects involving Oracle BRM implementation.
• Own end-to-end billing operations including configuration, validation, reconciliation, and reporting.
• Collaborate with cross-functional teams including IT, finance, customer service, and external vendors to ensure seamless billing processes.
• Define and implement billing policies, procedures, and controls aligned with telecom industry standards and regulatory requirements.
• Act as the primary point of contact for billing-related discussions with internal and external stakeholders.
• Provide subject matter expertise on Oracle BRM modules including product catalog, pricing, invoicing, and revenue recognition.
• Support audits, compliance checks, and regulatory reporting related to billing and revenue management.
• Troubleshoot and resolve billing-related issues with a focus on root cause analysis and long-term solutions.
• Drive continuous improvement initiatives in billing processes, system performance, and customer experience.
• Mentor and guide junior billing analysts or team members.

Job Qualification:

• Near-native Japanese and business-level English proficiency.
• Proven experience in Oracle BRM implementations and telecom billing systems.
• Minimum 10 years of experience in IT or telecom billing functions.
• Strong understanding of telecom billing lifecycle, revenue assurance, and financial compliance.
• Excellent communication, stakeholder management, and leadership skills.
• Must be authorized to work in Japan; sponsorship is not available.

Preferred

• Experience with large-scale telecom transformation or modernization projects.
• Familiarity with Japanese telecom regulations and billing standards.
• Experience in managing cross-functional and offshore teams.
• PMP or equivalent project management certification.
• Exposure to Agile or hybrid delivery models.

Japanese languages:  Native level Japanese (N) and business level English required.
